A Themis working group met on November 17, 2015, at the premises of the Regional Environmental Center (REC) Former Yugoslav Republic of Macedonia in order to discuss the country's draft report on the general standard operating procedure (SOP) for tackling environmental crime. The meeting also provided an opportunity to select the most appropriate sector for the preparation of a detailed SOP.
Participants at the meeting included representatives of the beneficiary institutions: the State Environmental Inspectorate, the customs administration, the State Inspectorate for Transport and the Faculty of Security. Representatives of REC Former Yugoslav Republic of Macedonia also attended. Invitations were sent to the Waste Department of the Ministry of Environment and Physical Planning, and the Ministry of Justice, but due to previously scheduled meetings no representatives were able to attend.

The December workshop, the venue of which has yet to be decided, will provide an opportunity to harmonise the final content of the SOP. A case study will be presented to illustrate weaknesses in communication and coordination among all relevant authorised institutions dealing with environmental crime and with the detection of criminal activity associated with waste oils.
