Mr. Blinkov has worked as an EU/certified trainer for environmental and inspection programmes and education; coordinator of an informal Macedonian network of central- and local-level environmental and nature protection inspectors and enforcers (June 2007 to the present); national coordinator for the EU Network for the Implementation and Enforcement of Environmental Law (IMPEL) (2007 to the present); and national coordinator of WG4 (Implementation and Enforcement) of the EU Regional Environmental Network for Accession (RENA).

His experience includes the implementation of the EU environmental acquis and the development and implementation of environmental policies, strategic planning and environmental management; the preparation of a training programme for local self-government staff (authorised environmental inspectors and permit writers); the design and implementation of environmental risk assessment plans; the preparation of projects on environmental monitoring, landfills, inventories of waste oils and asbestos, benchmarking, budgeting and progress monitoring in the field of environmental inspection; the preparation of reports, plans, analyses and programmes for the enforcement of environmental law and the planning of environmental and nature protection inspection in accordance with EC recommendations for minimum criteria for environmental inspection; the organisation of campaigns to raise public awareness; and communication and cooperation with environmental non-governmental organisations representing the public.
